It's a DX12 thing, when the game runs out of VRAM it hard locks to 10fps with no frameskipping, unfortunately it will probably never be fixed as it is a directx thing and is beyond the game itself, try using FSR. With 60fps the audio is out of sync, and not only that, the game is slower overall. Sadly I can run RE7 with most setting to high without any issues on the same system. That would probably resolve the issue for me.

It lags behind during cut scenes to the point of absurdity. Since those animation are render in real time, it would be nice to have an option to force them to use the same settings as the regular game play. resident evil zero HD audio out of sync So I just picked up the HD version of RE0 and the audio will NOT synchronize.

Maybe the game fails at using the Shared memory. My GPU has 2 GB of Dedicated memory and 6 GB of Shared memory. Most of the time it is totally unwatchable. The crazy part is that this is partly random as I can run into the same cut scene twice with the exact same display setting and it can work well or be totally unwatchable. The game works well at medium setting, but the cut scenes most of the times run abnormally slow almost every times, making the audio terribly out of sync.
